Mijn VerbouwPremie in Flanders: what changed in 2026
Since 1 March 2026, the Flemish renovation grant is reserved for lower incomes, except for heat pumps. Who still qualifies, for which works and how to apply.

Mijn VerbouwPremie is the Flemish Region's single grant for renovation and energy-saving work on homes: roofs, external walls, floors, windows, heat pumps. It has been substantially reformed: since 1 March 2026, owner-occupiers in the two highest income categories can only claim it for a heat pump or a heat pump water heater. Households on lower incomes keep access to the full range of works.
At the same time, Flanders made its renovation loan, Mijn VerbouwLening, cheaper for lower incomes (down to 0% interest), scrapped the EPC label grant and gave new owners more time to meet the renovation obligation.
This guide sets out what actually applies in 2026: who can apply, for which works, how and by when, and how the grant combines with other support.
Who can apply for Mijn VerbouwPremie?
The grant is managed by the Wonen in Vlaanderen agency and applies to houses and flats in the Flemish Region. The amount and the eligible works depend on your target group:
- owner-occupier: you own the property (full ownership, usufruct, long lease, building rights or co-ownership) and are registered as living there on the application date. You then fall into one of four income categories;
- landlord letting through a social housing company (woonmaatschappij): entitled to the highest amounts, whatever your income;
- other investor (private landlord, bare owner, occupant who is not an owner): treated as income category 1, so since March 2026 limited to heat pumps;
- block of flats: a basic grant for the common parts, topped up for owner-occupiers in categories 3 and 4.
Two practical conditions. For work on the building envelope (roof, external walls, windows and doors, floors), the building must have been connected to the electricity grid before 1 January 2006 (or first used before that date according to the land registry); for heat pumps, the cut-off is 1 January 2014. And if you fully own another home or building plot, you are automatically placed in category 1, whatever your income. Non-residential buildings have not been eligible since 1 March 2026.
Income categories in 2026
Note the Flemish numbering: category 1 is the highest income group and category 4 the lowest. The income used is the taxable income (joint and separate) of the owner-occupiers and their legal partner, based on the most recent tax assessment notice.
| Household | Category 4 | Category 3 | Category 2 | Category 1 |
|---|---|---|---|---|
| Single person | up to €24,750 | €24,750 to €43,240 | €43,240 to €55,020 | over €55,020 |
| Single person with 1 dependant, or couple | up to €37,110 | €37,110 to €60,520 | €60,520 to €78,610 | over €78,610 |
| Eligible works since 1 March 2026 | all | all | heat pump, heat pump water heater | heat pump, heat pump water heater |
Thresholds published on vlaanderen.be for applications from 1 January 2026, increased by €4,420 per additional dependant.
In category 4, the grant covers 50% of the capped net invoice amount; in category 3, 35%. Each category of works also has its own ceiling. For the exact amount for your project, the most reliable tool is the official Mijn VerbouwPremie 2026 simulator (in Dutch).
Which works still qualify?
For income categories 3 and 4, nothing changed in March 2026. The eligible categories of works are:
- roof: insulation and renovation;
- external walls: insulation (internal, external or cavity) and renovation;
- floors: insulation and renovation;
- windows and doors: high-performance glazing and external joinery;
- preparatory works: damp treatment before insulation, electrical wiring, plumbing and heating pipes;
- heat pumps (ground source, air-to-water, air-to-air, hybrid) and heat pump water heaters.
Solar water heaters and interior renovation have not been eligible since 1 July 2025.
For categories 1 and 2 and other investors, only renewable heating remains, with lower flat-rate amounts since 1 March 2026. These grants can be claimed until 31 December 2027:
| Equipment | Grant (categories 1 and 2) |
|---|---|
| Ground source heat pump | €4,000 |
| Air-to-water heat pump | €1,500 |
| Hybrid heat pump | €800 |
| Heat pump water heater | €450 |
| Air-to-air heat pump | €300 |
The grant is capped at 20% of the invoice excluding VAT in category 1 (and for other investors) and at 25% in category 2. The bonuses for replacing electric heating or installing in an area without mains gas no longer apply to these groups. To see how these amounts compare with installation costs, read our article on heat pump prices in Belgium.
How to apply and deadlines
You apply after the work is done, online only, through Mijn VerbouwLoket (log in with itsme or your eID card). If you need help, the housing desk at your municipality or your local Energiehuis can assist.
- Have the work carried out by a contractor: this is mandatory for almost all works, and some require a certified installer. Only the preparatory electrical and plumbing works may be done yourself.
- Gather the documents: invoices (including advance invoices), contractor certificates, technical data sheets, before-and-after photos and your electricity EAN code.
- Apply within 2 years of the final invoice. Invoices older than 2 years on the application date no longer count.
- Track your file in the online portal. According to the Flemish government, the grant is paid within 12 months.
Worth knowing: for the same home, you can only receive the grant once every 5 years per category of works (10 years for heat pumps and heat pump water heaters). A new owner can apply again, however. The grant is tax-free for private individuals.
Mijn VerbouwLening: interest-free borrowing for the lowest incomes
To finance the rest, Flanders offers Mijn VerbouwLening, a loan of €4,000 to €60,000 repayable over up to 25 years, with no arrangement fees, granted by the Energiehuis. It is open to owner-occupiers in categories 2, 3 and 4 (not category 1), certain landlords and associations of co-owners.
For applications since 1 January 2026, the interest rate depends on your income:
- category 4 (and landlords letting through a social housing company): 0%;
- category 3: 0.5%;
- category 2: 1.5%.
You apply for the loan before the work starts, based on quotes no older than 6 months: invoices dated before the application do not count. Processing takes around 3 months on average. If you borrow, any grant you later receive must go towards early repayment of the loan. Details and a simulator are on the official Mijn VerbouwLening page (in Dutch).
Renovation obligation, EPC and capacity tariff
Renovation obligation (renovatieverplichting). Since 2023, anyone buying a house or flat in Flanders with an EPC label E or F must renovate it to at least label D. The deadline has been extended from 5 to 6 years after the deed, including for purchases already under way. The Flemish government has also announced that the stricter targets planned from 2028 will be dropped, keeping the requirement at label D. A new EPC serves as proof.
EPC label grant. Mijn EPC-labelpremie, which rewarded a better EPC label, was abolished on 1 January 2026; the transitional period ended on 30 June 2026 for most files. Do not count on it in your budget.
Capacity tariff (capaciteitstarief). Part of your electricity network costs in Flanders depends on your average monthly peak, with a minimum of 2.5 kW charged. A heat pump or EV charger can push that peak up: a good installer sizes the unit and sets it up to keep peaks down. The Flemish utilities regulator explains how it works.
Combining with other support
- 6% VAT: a federal rule, separate from the grant. In a home over 10 years old used privately, you can have both (see our guide to 6% VAT on renovation).
- Adaptation grant (aanpassingspremie) from Wonen in Vlaanderen: can be combined, but not for the same invoice or the same part of an invoice.
- Mijn VerbouwLening: can be combined, with the grant reducing the loan.
- Municipal or provincial grants: some municipalities top up the Flemish support; ask your local housing desk.
Our advice for a renovation in Flanders
- Check your income category before signing: in category 1 or 2, roof insulation no longer earns a grant, but the 6% VAT rate still applies. In category 3 or 4, insulation remains the best first step, before replacing your heating (see our insulation page).
- Ask for detailed quotes stating the required performance (R-value of the insulation, U-value of the glazing, type of heat pump).
- Keep everything: invoices, certificates, photos and data sheets.
RhinoEnergy does not replace the authorities, but an adviser can help you see clearly: they call you back within 24 working hours, check which support applies to your project and put you in touch with up to 3 certified installers in your area. The service is free and without obligation; see how it works or visit our energy grants page.
Frequently asked questions
Does Mijn VerbouwPremie still exist in 2026?
Yes. Since 1 March 2026, the full grant remains available to owner-occupiers in income categories 3 and 4 and to landlords letting through a social housing company. Categories 1 and 2 and other investors can only claim it for a heat pump or heat pump water heater, until 31 December 2027.
Do I need to apply before starting the work?
No. You apply for Mijn VerbouwPremie after the work, through Mijn VerbouwLoket, no later than 2 years after the final invoice. It is the Mijn VerbouwLening loan that must be requested beforehand, based on quotes.
Which income category is the lowest?
Category 4. Category 1 is the highest income group. If you fully own another home or building plot besides the one you live in, you are automatically placed in category 1.
Can a tenant get Mijn VerbouwPremie?
An occupant who is not an owner counts as another investor: since March 2026, they can only receive a grant for a heat pump or heat pump water heater. For other works, the owner must submit the application.
Can I combine Mijn VerbouwPremie with 6% VAT?
Yes. The reduced VAT rate is a federal rule that applies independently of the Flemish grant, provided you meet its own conditions (home over 10 years old, private use, invoiced by the contractor).
